Mailing lists and personal information policy

Selling private information, social media items, and software or tools that send unsolicited contacts are not allowed on eBay.

Policy overview

eBay does not permit the sale of bulk email, Internet Protocol (IP), Instant Messenger (IM), or mailing lists that contain names, addresses, phone numbers, or other personal identifying information. Any tools or software designed predominantly to send unsolicited commercial messages (UCE or "spam") will not be permitted.

Violations of this policy may result in a range of actions, including:

  • Listing cancellation
  • Loss of eBay fees
  • Limits placed on account privileges
  • Account suspension

Some Examples

  • Identity Card Numbers: eBay does not permit the sale of items containing the identity card number of any living person and does not allow listings that show personal information of third parties such as addresses and telephone numbers.
  • Identity Card Numbers (deceased persons): Items that contain identity card numbers of deceased persons, such as genealogy-related software or antique identity cards, may be listed. Listings of items that include an identity card number, such as old identity cards or old records, must specifically state that the identity card numbers do not belong to any living person.

Why does eBay have this policy?

The ban on the sale of mailing lists and personal information is in place to promote a safe marketplace for all eBay members.
