Today eBay said it was delivered in my mailbox several hours before my mail carrier came through my neighborhood. I still checked within 5 minutes of the delivery notice. Mailbox was empty. Have reached out to the seller since July 7. Absolutely no response from the seller. I have purchased from the seller in the past without any issues. I guess this time I'm just out of luck.
