    Shipment not marked with VOEC number which is mandatory for proving VAT is prepaid. Post office therefor requested me to pay VAT for release of shipment. This mean I paid VAT twice. VAT paid by me to Post office can not be refunded regardless if prepaid VAT can be documented.
