    It was stated it was tested working,But when i tried it on my meter it only had 4.2vdc coming out of it.It should have had 15vdc to 17vdc on average so i will have to look into it to see what the trouble is with it.The possible problem you may have tried to charge a shorted out battery or a wrong voltage battery which they do not like and fizzed one of the IC's.The only other reason would be if it was stored in a shed or garage where the damp could get in.Any way watch this space.
