I took the cylinder head to an engine rebuilder. He inspected & reported the valve shim thickness was not what was expected for a new cylinder head with some shims 1 mm down on expected new shim thicknesses. Meaning some valve seats have been machined in to far resulting in compression being slightly down. Overall all valve clearances were in tolerance & the cylinder head appeared ok. So I will fit now.
