In this case on advice from seller regarding import duties and other import considerations I elected to cancel the order. This was a quick and painless process with good seller communication.

The seller can have better communication with the buyer in terms of postage. This was the most stressfull purchase of all the time I have been buying on eBay. It appears that the seller only covers himself/herself and ignore the purchaser, meaning all losses are the purchaser's responsibility once payment is done.
I have always had open communications with sellers and it didn't matter how long it took to deliver the goods but assurance and knowing goods will be delivered is key.
