Briggs and Stratton horizontal engines connect the throttle to the carburetor using the governor linkage. This is done so you don't over rev the engine and it blows up. The linkage is on the correct side but the hole where you connect the linkage needs to be facing 180° the opposite way. The pictures show the original carburetor installed on the engine. I attempted to modify the linkage and broke it. That's on me, I should have just returned it.
