Seller did not know Slot 3 was not recognizing RAM. I ran Apple Diagnostics and the Mac passed without issues. After installing macOS, still only 24GB detected. I removed RAM and with magnifying glasses, examined Slot 3, discovering the top pin was bent and half broken, sitting deep in the slot. I managed to straighten the stub and now macOS see all 32GB!
