The PC had a driver bug- a bug in the 7260/3160 driver/firmware that made it incompatible with WiFi 6 Routers. I finally found a solution-- https: community.intel.com/t5/Wireless/wifi-6-issues/m-p/1576154 Once this was resolved it was smooth sailing.
