The decoupling post on each coupling was too long and shorted out to the center rail. After disassembling and grinding the rivet the offending part was removed. Now all is well. This is not the seller seller's fault. I have other passenger cars but the same manufacturer, Williams, that are fine with the decoupling post noticeably shorter. I could chuck the posts in my lathe shorten them a bit.
