The reason: The item had some scratches on it and it was REVC not REVD like mentioned on the E-Bay description and on the "Factory Seal". This is why I give it a lower rating since it is not new and it is not the revision that was advertised. The important thing that it works and afterall it is for Lab/Testing use so it is not the end of the world that it is not RevD but I might have bought another.

Item was in original "sealed" box. I lived in ELP & I needed item ASAP. I received item 30 days later. It was listed "Free Returns", and now that I want to return it, they want me to return it to China and is about 500 dollars. Now I have to pay 500 dollars because this Chinese seller is not sending shipping label. seller is not answering messages & eBay is not helping either.
