    I am always willing and ready to help a customer if they are not satisfied with their purchase. For this particular instance, the customer chose a third-party shipping company that was used to ship out of the United States. This is an unfortunate situation, and I always recommend customers use Ebay's Internation Shipping program rather than a third-party for this exact reason.
