I was also expected to know his country laws and rules and how much they charge to import goods but he was not expected to know that according to him. He demanded that I reimburse him 20 euros and if I didn't he would call eBay to help. Ebay literally warns you when browsing international goods, I guess I'm at fault for his lack of understanding or inability to read before he buys.
