Cultural items are now stopped and (imaginarily) checked for illegal import of stolen cultural items. Even cheap (in this case 17 GBP) stamps are treated this way. This is to protect cultural objects, but the result is that the cultural activity of philately is effectively punished or stopped. Thus: Counterproductive EU activity. But the seller is not guilty. Should stop using CN22 form.
