It means did not come with Fasteners for mount piece. Had to use my own spares. There was no damage to parts & in good condition. Once together parts were Test Fitted. It does not fit. The ladder is around 20mm to short for Base to secure to existing rear mount holes. Extremely disappointing as cannot be used.
