For my cells, this means the theoretical maximum usable amp hours is ~80% of the 18650 name plate capacity. Not a negative comment, just a note for the user when sourcing cells for the power bank case. 3.2V cut off is a conservative value. However, it will extend the 18650 cell life span. Real-life measured Watt hr output was 96% of theoretical maximum: good quality buck (3.6Vbattery to 5,9,12Volt)
