I live up here in the high-Arctic and occasionally use the service myself. On what basis this person not living here (in Japan ?) brusquely declaring them illegal I am not sure. I have tried to answer all her questions, and they were many, but unfortunately I do not have all details on how the postal distribution network is operated. This is simply because I do not work for them but just selling their wonderful stamps.
