We asked the buyer multiple times for some images of the hats they received, so we can offer a solution, but the buyer dismissed our request.

I ordered 4 hats. I only received 3. The seller only sent 3. He's scamming customers by not sending all the items. He lures customers in by promising to send them a free item if they buy 3 but he does not send the free item. I ordered according to the listing requirements. My check out receipt proves this. His large amount of negative feedback proves he's doing this. I contacted he several times about this and he refuses to make this right.

There is no "promise of free item", once you add the required number of items to your cart , as it clearly described multiple times in the listing, you will pay 1 item less at checkout. Let's say the ad says "buy 2 get 1 free", so you add 3 items to your cart and will pay for 2 only. But if you have just 2 in your cart, then the discount can't be applied by the automated system, and that is all you receive.
