They are extra parts that some users may add if they feel the locomotive needs more weight for pulling freight cars. For this reason, they are not included in the kit. If you find them necessary, please obtain them separately. Therefore, the item I sent you does not lack any parts, and there is no error in the instructions. It is exactly as described.
