Kit is missing the seal for the fuel output to the carbs. Includes the diaphragms and needle but not the plate in-between so it's tricky putting that together

Never contacted. This petcock kit has all of the parts needed to rebuild a petcock. There isn't a needle in a petcock but there is a needle in a carburetor so maybe he is talking about a carburetor kit that he got from someone else?
