After adding oil and fuel, and changing the spark plug and air filter, it fired up on the first pull(Carb seems okay). The cost of shipping was pretty high compared to other similar engines, but finding the correct Shaft Length(1-1/8 inch) for this engine can be difficult so I paid up. FYI, I put this engine on a 27 ton Troy Bilt log splitter.
