However, I'm sceptical of the lower current value of 0.09amp as the brightness level is still quite high and only marginally different compared to the 0.45amp of the maximum current. I think k it's an inherent issue with a lit of dual led bulbs. The design should include say 12leds with 4 at low amp and the rest not on and at high amp the other 8 should light up.
