After opening it up, I discovered a gear misalignment problem, corrected that and then it functioned. I also noticed that 2 of the 3 original mounting feet had been previously broken off and someone tried to fabricate and attach some replacements. After I went back and looked at the original posting, one of those replacement feet was sorta visible.
