Item was received new in supplier packaging, and shipped in an overwrap to prevent damage in transit. I can't speak to value, as it is nearly half the price of a new carburetor. However, if your carburetor is otherwise healthy, and you suddenly find that your engine will not rev and it seems that the throttle shaft is mechanically restrained from opening fully, this part should solve your problem.
