The picture clearly show item is made from plumber's PVC pipe and is not painted. In the description it reads as follows :"NOTE: This device is new and is constructed from plumber's PVC pipe, evidence of this may show up in printed form in certain places on the item. This item is not painted, and it may exhibit scuffs and other cosmetic blemishes from manufacturing and handling, but it will not affect the stated functionality.
