Everything was fine except the seller stated “or best offer” but was unwilling to negotiate at all. Instead, the seller was insulting by returning a counteroffer that was 99 cents (yes, 99 cents) less than the listing price. The seller should just not take offers since they clearly are not going to negotiate. This is completely fine - they just should not state “or best offer” in the listing and have buyers waste their time with offers.
