DISCONNECT INTERNET before starting the first use process, to make offline local account option appear. DO THAT! Otherwise you defaul ALL of your files to the Cloud in microsoft's OneDrive (all files disappear if web is down.) AFTER reboot, ok to login to your Microsoft account. Best to "UNLINK OneDrive until YOU decide you need it
