    The tube is indeed a 395a. Probably not Western Electric, it is unmarked; construction-wise these tubes look all similar but have minor differences. That being said, the item is well protected in a good package and arrived within the estimated delivery dates. Handling time does not match the listing of 3 days. It took 4 days for a label to be created, and an additional 3 days (excluding weekends) for the package to be in possession by postal services. Has less ☢️ than Western Electric tubes.
