It already had the only replaceable part renewed (the capacitor). They are presumably suppliers returned defective stock and I presume any repairable fans would have been. You may assume from the boxed photos and price, that these are returned as unsuitable but the seller can't test them, and is being cautious by selling them as untested. This was not the case with the one I received.
