It had obviously been opened, as the inside and ouside layers were all wrinkled. Someone apparently tried to use the bags in a pail that didn't fit and put them back in the box. So, while they aren't literally "used", they are not exactly "Brand new in sealed retail box" as stated. I'm okay with the bags but, not how they were listed.
