After several resets, and then finally just waiting a long time and still failing, I tried plugging into LAN port #5 and it finally started working. I like that the admin account is not "admin". You have to create an account name for it (I used a GUID), but the password length is limited to 64 characters and complexity is very limited. It took several attempts to find one it accepted.
