Problem was the phone was still paired to an iCloud account rendering it unusable (also trackable by former owner) I tried over the course of a week or so to contact the seller and see if they could remove the device from their account. Absolutely zero communication or attempt to fix this problem. eBay had to step in and give a refund but dear god this is such an easy problem to fix if they just talked to me
