Definitely new--still has that wonderful leather smell. I really appreciate that the snap-on sides have extra leather on them so I can make the band longer if I need to for my XL horse. I think any local shoemaker could do it easily. If you're pretty handy with Chicago screws, you could probably lengthen it yourself. So pleased with this!
