Checking Windows Disk Management and DiskGenius, it gave an incorrect capacity reading of 3.86GB and could not be initialized due to what appeared to be an I/O error. Reading around the Internet, various disk experts indicated that this meant the disk's firmware was either corrupted or couldn't be read from the physical disk, meaning a hardware failure, reportedly common to older Seagate drives.
