    New ("other") is certainly true, with or without the box. The plastic casing on each of these pencil may still be on them. However, they are a little dry (probably old & probably why the box wasn't included with the date code), so they do not apply as easily as brand new stock would. I've been using these exact same eyeliner pencils every day for about 30 years, so I speak from experience. Otherwise, seller did exactly what was expected and on time.
