It was marked at 14kt and acid tested at 14kt. It went through authentication process and came back 13kt. Vintage Jewelry has this characteristic sometimes because of how testing methods for metal purity have evolved. If it tests 14K through acid, but not through a metal purity testing gun, a vintage practice was to plate a piece, and then had the main portion a 1 k lower because they had thresholds of acceptance for carats. They would stamp 14k, even if it was 13k, based on industry allowance.
