Turned out the dead instrument cluster and wipers incorrectly running (and other issues) was actually a bad instrument cluster on my 2008 grand caravan. The BCM computer is built into the instrument cluster on the 2008 grand caravan. Your Part Source offered to restock but I will keep it as a spare in case I need to test the TIPM again in the future.
