The charge is going to the top of the metal rod so the wiring must be attached wrong. When you touch the top of the rod where the wire enters the top of the rod, you can feel the electrical current. Again, the wiring is attached or is shorted somehow. I am familiar with this device so I know how it should operate and it is definitely defective. Please advise.
