    These ESP32 Cameras have a different design to the original ones, one of the ground pins is now a reset/ground pin. You need to pull it up with a resistor when flashing the module otherwise it remains in reset and cannot be flashed. Only found out later on and since returned as I couldn't get them to work.

    I had a very similar experience with this to that of another reviewer on 6th Nov. 2019. Despite reasonable experience with Arduino and ESP32, I could program the board successfully, but could not get the camera to work with it. I tried various troubleshooting suggestions found on the web, but always got the error message: "esp_camera_fb_get(): Failed to get the frame on time!". I got another board elsewhere and was able to get the camera working with that ok.
