It must be set to max clockwise position (fastest rate) or the unit will not flash at all. Also - that max flashing rate is way to slow. I increased the rate by changing the two 51k resistors to 33k each. This produced a cycle rate of about 1.5 seconds, what I consider optimal for the crossing lights.
