Item was described as New but the bottle cap had been opened and then covered with tape for shipping. Some of the product was missing (the pen picture shows about 2 inches down from top). I’ve purchased this product brand new from the store before and I know the bottle comes with a factory seal under the cap and the product is filled all the way to the top. I was sold a used product that was represented as New. Not cool.
