It charges an 18650 cell and builds the cell back up by MAGIC! if the cell has depleted itself by more than I think 3.2v? But anyway it gives you a blow by blow account as to what charge is going into an 18650 cell. I strip out old laptop batteries and then clean them up to resell. So for instance I may have to replace the heat shrink wrapper. Grind off old welds and set the cell back to good. And the ch'ger shows the new mAh capacity.
