El ministerio local, elegido por la iglesia basándose en ciertos requisitos (1 Timoteo 3), estaba integrado por las siguientes personas:a. Presbíteros, o ancianos, a quienes se les daba también el título de "obispo" que significaba supervisor, o superintendente. Estaba a cargo de estos la vigilancia general de la iglesia local, especialmente con relación al cuidado pastoral y a la disciplina. Sus deberes eran principalmente de naturaleza espiritual. Se los denomina a veces "pastores" (Efesios 4:11). (Cf. Hechos 20:28.)Durante el primer siglo toda comunidad cristiana era gobernada por un grupo de ancianos u obispos, de manera que no había funcionario alguno que hiciera por la iglesia lo que realiza un pastor moderno. Al comienzo del siglo tercero un hombre era colocado al frente de cada comunidad religiosa con el título de pastor u obispo.b. Colaboraba con los presbíteros, o estaba asociado a ellos cierto número de funcionarios asistentes denominados diáconos (Hechos 6:1-4; 1 Timoteo 3:8-13; Filipenses 1:1) y diaconisas (Romanos 16:1; Filipenses 4:3), cuyo ministerio al parecer consistía de la visitación, casa por casa, y del ministerio práctico entre los pobres y necesitados (1 Timoteo 5:8-11).
