I PAID A LOT FOR Shipping of these Rods to Have Received Nothing? I want my Shipping Refunded?

They should’ve arrived by now and I am very disappointed, upset, frustrated that the Seller has not Tracked My Shipment since they know I still have not received my Paid for Order that I bought on 11-10? This Seller should want to Help His Customer’s? I need EBay’s Help?
