Not sure if it was tested or not before shipment as it was not specifically noted "tested/not tested". That's on me for not asking but would have been nice to have that noted ahead of time. But overall, it does provide output as it is supposed to and I can regulate using a volt meter. Shipment was fast and well packaged!!
