What I mean is that tech and PCs have changed since that era as far as having a simple tool to test PCs since most consumers just throw out their PC & get something new after encountering a few problems. There's definitely less DIY diagnosing/fixing nowadays. This isn't perfect like a multimeter and other tools might be, but it does HELP to diagnose a bad heart within a computer -- which is it's power supply.
