It was packed in a small box with foam padding and a plastic CPU clamshell. Can confirm unlocked. CPU is installed in a consumer Asrock AM4 board with DDR4-3200 ECC. It works and passes all tests. I was disappointed with damage to the IHS and substrate. There are heavy scratches and gouges on the IHS and a corner is chipped off. It's a cosmetic issue for now but I have concerns with ambient humidity and moisture infiltration.
