Toyota told me the only fix was to replace entire cable, even my mechanic thought the same. $1000 repair. I researched and found this part from bushingfix.com. My mechanic did all of the work for $150 and the part was $22. The shifter cable appears to be attached very securely. The bushing seems really good and I believe it will last indefinitely on my 2002 Highlander. The bushingfix people were great to work with.
