The heatsink, shroud, and fans were all clean, as well as the exposed parts of the PCB, but there was dust caked on to the mounting surface of the heatsink. Other than that, the GPUs both work flawlessly so far in the little bit of testing I've done. Even if I have to disassemble them to repaste the core and put new thermal pads on, I can't complain, it's to be expected for a GPU this old and acceptable for the price I paid.
