I tested the installed batteries and found neither had a usable charge and 1 battery was slightly separated. I installed my own batteries and charged overnight. The handset now functions. I contacted the seller for a resolution. I requested that 2 dollars be refunded to cover the cost of 2 of the cheapest batteries on Amazon. The buyer requested a partial refund in exchange for a positive review. I declined but offered a return shipping label and a full refund upon return of the item. The buyer then threatened a negative review, which constitutes feedback extortion.
